A template does not display any such Newsletter subscription form in your site. Please try to understand that a Joomla Template only takes care of the layout of your site but not the contents. Also note that standard Joomla or VirtueMart does not have any news letter subscription system. Therefore if you want to show any such Newsletter subscription form in your home page then you first need to have the system established in your site and use some module to display the form in the home page at your desired position.

There are many such Joomla Extensions already available in JED for this purpose. You need to pick one of them depending on your need. You can find them in the links given below:

It is not possible to create a new module position only for Newsletter module. Every templates has its own module positions and you need to chose any of the positions depending on your choice.
