I am Brazilian and in our country the rules for sales , fees , etc are very complicated.
I found that in VirtueMart rule is as follows : on the price of the product adds to taxes and after discounts it . I need it to be otherwise. You can change this? Where do I modify?

Priority rules for sales price
VirtueMart has any Tax and Discount rule options. If you want discounts to be applied before tax then you need to create a rule for Discount before Tax and apply the same in your products.

I solved this problem. I modified a rule. I changed the option to tax "by product" by "tax per invoice."
